In 2014-15, CDPA conducted research for the Ontario Ministry of Colleges, Training and Universities on the experience of disabled students in post-secondary education. The report provided a detailed analysis of policy governing access and supports for post-secondary education over the past 30 years. None of the legislation administered by the Ministry specifically mentions the situation of disabled students or the obligations of post-secondary institutions toward disabled students. However, the Ontario Human Rights Code and the Accessibility for Ontarians with Disabilities Act both have implications for accessible colleges and universities. Policy statements over the period increasingly express expectations of both structural change and individual accommodations. Enrollment by disabled students has increased almost 100% since 1992. The rate of increase has been 40% greater than that for non-disabled students.
